Atthedawnofthe21stcentury,theUnited??StatesofAmericafacesabroadandcomplexarrayofchallengestoournationalsecurity.JustasAmericahelpedtodeterminethecourseofthe20thcentury,wemustnowbuildthesourcesofAmericanstrengthandinfluence,andshapeaninternationalordercapableofovercomingthechallengesofthe21stcentury.

只有了解了世界才可以获得成功。冷战结束后的20年人们的期望和平安环境均有所变化。民主国家的圈子得到了进一步扩大；核战争的幽灵走出了视野；主要国家处于和平环境中；全球经济有所增长；商业将各个国家的命运连在了一起；更多的个体可以决定他们的命运。然而所有的这些开展都伴随着新的问题。意识形态的斗争让位于宗教、种族和部落的斗争；核威胁有所加剧；不平等和经济不稳定有所加剧；对环境的破坏、食品平安和公共健康成为了共同的问题；授权个体创造的工具同时也可以让他们制造破坏。
