Summary
Virginia-classsubmarineprogram.TheNavyhasbeenprocuringVirginia(SSN-774)class
nuclear-poweredattacksubmarines(SSNs)sinceFY1998,andatotalof40havebeenprocured
throughFY2024.FromFY2011throughFY2024,theyhavebeenprocuredatarateoftwoper
year.Whenprocuredatthatrate,theyhaveanestimatedprocurementcostofabout$4.5billion
each.Althoughtheyhavebeenprocuredatarateoftwoboatsperyear,theactualproductionrate
hasfallenshortof2.0boatsperyear,andsince2022hasbeenlimitedbyshipyardandsupplier
firmworkforceandsupplychainchallengestoabout1.2to1.4boatsperyear,resultingina
growingbacklogofboatsprocuredbutnotyetbuilt.TheNavyandindustryareworkingto
increasetheVirginia-classproductionrateto2.0boatsperyearby2028,andsubsequentlyto2.33
boatsperyear,soastoexecutethetwo-per-yearprocurementrate,replacethreetofiveVirginia-
classboatsthataretobesoldtoAustraliaundertheAUKUSsubmarine(Pillar1)project(see
below),andreducetheaccumulatedVirginia-classproductionbacklog.Congresshas
appropriatedbillionsofdollarsofsubmarineindustrial-basefundingtosupportthiseffort.
TheNavy’sproposedFY2025budgetrequeststheprocurementofoneVirginia-classboat,which
st
wouldbethe41boatintheclass.Prior-yearNavybudgetsubmissionshadprojectedthattwo
boatswouldberequestedforFY2025.Theboatrequested
