TheRadiationExposureCompensationAct(RECA)
Summary
TheRadiationExposureCompensationAct(RECA)providesone-timebenefitpaymentsto
personswhomayhavedevelopedcancerorotherspecifieddiseasesafterbeingexposedto
radiationfromatomicweaponstestingoruraniummining,milling,ortransporting.Administered
bytheDepartmentofJustice(DOJ),RECAhasawardedover$2.6billioninbenefitstomorethan
41,000claimantssinceitsinceptionin1990.
RECAbenefitsareavailabletothefollowinggroups:
•onsiteparticipants—$75,000topersonswhoparticipatedonsiteinthe
atmospherictestofanatomicweaponanddevelopedoneofthetypesofcancers
specifiedinthestatute;
•downwinders—$50,000topersonswhowerepresentinoneofthespecifiedareas
neartheNevadaTestSiteduringaperiodofatmosphericatomicweaponstesting
anddevelopedoneofthetypesofcancersspecifiedinthestatute;and
•uraniumminers,millers,andoretransporters—$100,000topersonswhoworked
inmining,milling,ortransportationofuraniumbetween1942and1971and
developedoneofthetypesofdiseasesspecifiedinthestatute.
PursuanttoP.L.117-139,enactedonJune7,2022,theauthorizationfortheRECAprogram
endedonJune7,2024,andtheDOJisprocessingonlyapplicationspostmarkedbyJune10,2024.
LegislationisrequiredtoreauthorizeRECA.
TheRECAstatutewaslastamendedin2000.Sincethen,
