1.Thebroadercontext:Transatlanticrelationsin2023

In2023,boththeEUandtheUScontinuedtosupportUkraineagainstRussia’saggression,althoughinseveralcountriesafeelingof“fatigue”hasgraduallyemerged.China’srisingmilitaryandeconomicpoweranditsexpansionistplanshavebeenamatterofcommonconcern,promptingincreasinglyconvergenttransatlanticpoliciestowardsBeijing.1WhiletheUSandEUseembroadlyalignedongeopoliticalissues,traderelationshaveremainedtense.Theadoptionin2022oftheInflationReductionAct(IRA),whichexcludesEUgreentechnologycompaniesfromacceding
