国土空间规划背景下的武汉市东西湖区 控规修编探析 □　罗　吉，屠商杰，彭　阳，王智勇 [ ] 摘　要 控规作为国土空间规划的重要组成部分，不仅具有承接上位规划、协调落实专项规划的作用，还是开展国土空间 开发保护活动、实施国土空间用途管制、核发城乡建设项目规划许可、进行各项建设的法定依据。随着国土空间总体规划 编制工作的不断深入，既有控规在覆盖范围、编制内容和管控方式上的不适应性逐渐显现，其编制技术的改革迫在眉睫。 文章以武汉市东西湖区控规修编为例，基于国土空间规划的新理念、新思路、新要求，提出了“评估—规划—管控”的全 链条编制体系，以及“全域覆盖、刚弹结合、以管定编”的管控模式，以期为后期控规的全面铺开和优化提供有益参考。 [ ] 关键词 国土空间规划；控规修编；武汉市东西湖区 [ ] [ ] [ ] 文章编号 1006-0022(2021)18-0017-06　 中图分类号 TU984　 文献标识码 B [ ] 引文格式 罗吉，屠商杰，彭阳，等．国土空间规划背景下的武汉市东西湖区控规修编探析[J]．规划师，2021(18)：17- 22． Improving Regulatory Plan in Territory Spatial Planning System, Dongxihu District, Wuhan/Luo Ji, Tu Shangjie, Peng Yang, Wang Zhiyong [Abstract] As an important component of territory spatial planning, regulatory plan coordinates upper-level plans and specialty plans, and provides statutory foundation for land and space development, land and space use control, and construction projects permission etc. As the compilation of territorial spatial planning goes on, present regulatory planning cannot meet the demands of the new situations in coverage, content, and governance methods. With Dongxihu district improvement regulatory plan in Wuhan as an example, the paper puts forwards a whole-chain compilation system composing “evaluation, planning, and governance” and a governance model of “whole area coverage, rigidity-flexibility integration, and compilation by governance” based on the new concepts and demands of territory spatial planning. It provides a guidance for the follow-up regulatory planning compilation and improvement.
