摘要摘要 摘要 摘要 本文主要针对流域防洪规划后评价问题进行研究，主要内容如下： 论文首先介绍我国流域防洪规划概况，结合我国流域防洪规划工作发展现 状，讨论流域防洪规划工作的重要性，在此基础上进一步分析研究流域防洪规 划后评价体系的重要性。 论文对水利工程项目后评价的定义、评价内容进行了探讨，并以此为依据， 构建流域防洪规划后评价体系的理论框架，提出流域防洪规划后评价的方法和 流程。 针对流域防洪规划的具体特点，从五个不同方面着手，构建流域防洪规划 后评价综合评价指标体系。并对指标体系中的定性和定量指标做了分析研究， 在广泛查阅资料并参考有关成果基础上，对其中可量化的指标进行合理的量 化。 论文在研究了国内外各种综合评价方法前提条件下，从流域防洪规划后评 价的具体实际出发，考虑评议人权重，采用多级模糊模式识别与非结构性决策 计算方法，建立了基于模糊数学理论的流域防洪规划后评价综合评价计算模 型。 针对淮河干流正阳关以上河道整治规划后评价问题，对指标体系的建立、 模型构建和评价方法的应用进行了具体研究，计算得出淮河干流正阳关以上河 道整治规划的综合评价级别，并对综合评价结果进行了分析说明并提出建议。 关键词：流域防洪规划；后评价：指标体系；综合评价；模糊数学理论 AbatractAbstract Abatract Abstract The post-evaluation ofbasin flood control planning is studied in this dissertation, which maillly comprise as following： The profile ofbasin flood control phnning is introduced in this dissertation．On the base ofdevelopment status domestic ofbasin flood control planning,the importance ofthe work and the research ofpost-evaluation ofbasin flood control planning are discussed,which shows the significance ofthis research．Meanwhile the profile ofproject post-evaluation research domestic and abroad is introduced． On the base ofdefinition and evaluation content ofwater consetvancy project post-evaluation,the theory framework ofpost-evaluation system ofbasin flood control planning is constructed，which expounds the deftnition,characteristics，basis, content，methodologies and process ofbasin flood control planning post-evaluation． On the foundation ofreferring to lots ofliterature，some indexes which can be quantified are quantification． In the precondition ofbeing familiar with the principia and index system，setting from the five aspects，integrated post-evaluntion index system ofbasin flood control planning is established with the theory fTame，in which the qualitative and quantitative index is analyzed． According to the various integrated evaluation methods domestic and abroad and the specific condition ofthe basin flood control planning the integrated post-evaluation model ofbasin flood control planning is built
