Abstract In governing a country, Socialism construction of Law-based administration and moral construction are indispensable and important. The union between the construction of Law-based administration and “moral construction” is on the basis of criticizing and inheriting our traditional moral thought in governing country and summarizing overseas governing experience according to our social economy, developing the understanding of Chinese characteristic socialism. Socialism construction of Law-based administration and moral construction are to be interdependent, which reflects the most general people benefit in the final goal. They base on the socialist economy foundation and serves for the socialist economy foundation. Moral construction discuss the relationship between ethics, moral quality ,ethical behavior and governing the country. Construction of Law-based administration governs the country by legal system and principle. It is about the education of legal thought. Socialism moral construction supports the construction of Law-based administration. The different feature and the same value target constitute the logical premise of Socialism moral construction and the construction of Law-based administration. In our country, moral barbarism shows the open moral sense and the different moral standards, they strengthen moral subject consciousness and weaken moral binding effect. Moral barbarism is connected with the influence of the market economic and the absence morality in the new period. The thesis points out moral construction is the objective need of law economy and the project of democracy, it is the important content of law culture and the necessary guarantee of the harmonious society. The way of combining moral construction and construction of Law-based administration is moral legalization and legal morality , administrative moral and law administration, civic virtues and moral legalism, combination of morality and law.
