University’s scientific and technological fruits can be transmitted from University Science Park to the market in order to enhance high-tech enterprises’ innovative abilities, and improve the National Innovation System. The purpose of University Science Park is to enable universities to play an important role in technological innovations and help high-tech enterprises or even cities to develop independent innovative ability. Thus it is necessary and meaningful to research on University Science Park’s innovative abilities. The purpose of this thesis is to establish an index system to describe, analyze and assess University Science Park’s innovative ability, and find solutions to the problems. First it gives a clear definition of University Science Park, and then gives the definition of innovative ability for University Science Park based on the innovation related theories. In Chapter 2, it analyzes factors to the success of University Science Park and points out that the behavioral entities are high-tech enterprises, universities and research organizations and the government. It also analyzes impact of environmental supporting system to technological innovation. The supporting system is composed of four elements: system environment, technology environment, capital environment and agency service environment. After clarifying the basic ideas of technological innovative abilities of University Science Park, this thesis introduces the Diamond Model developed by the famous scholar-Michael Porter, which was used to analyze national innovation competition advantages.
