Building energy-saving has became the important problem in terms of our countrys economy development. As less developed area, GuangXi situation is worse off. GuangXi is located at the intersection of three regions that are east, middle and west of china land, and it is the best way to sea route for the region of west-south or even the region of west-north. Especially in the setting of China-ASEAN free trade zone and promoting Pan-Pearl River Delta (PPRD) regional cooperation, GuangXi will become the hub of west-south china, South China, mid-south china and ASEAN market, and play an important strategy role in the setting of free trade zone and cooperation of PPRD region. Following the establishment of Beibu Gulf economic development zone, the geography advantages of GuangXi is becoming to be prominent, this will promote the economic growth rapidly in GuangXi. The development of economy usually goes hand in hand with city construction. And the development of city construction will inevitably increase the amount of buildings, this will rise the total amount of building energy consumption, and finally lead to the huge demand for energy. If this problem can not be solved, it will lead to the contradictory between construction and economy development for energy. Currently, the situation of building energy-saving in GuangXi is serious, and the work of promoting building energy-saving has become one of the important part in the field of GuangXis energy saving.
