摘要产业集聚是经济发展过程中表现出的一种产业组织形态，已成为许多国家、 区域或城市经济的显著特征，是经济发展的一种战略方式。近年来，宏观经济 形势呈现出新常态下增速换挡、结构调整、动力转换的阶段性特征，各地区主 要经济指标增速持续回落。在新常态下推进工业化，要把产业集聚区作为新常 态下赶超发展的主攻方向，继续推动产业集聚区提质转型创新发展。河南省产 业集聚区建设走在了全国前列，集聚区质量持续提升,多地“晋级升位”势头良 好，已经成为全省经济发展的重要增长极，发展速度、发展效益都高于全省平 均水平。新郑市新港产业集聚区作为省首批重点产业集聚区，对我市进一步落 实省、郑州市的决策部署，带动新型工业化、新型城镇化、新型农业现代化、 信息化和绿色化，促进“五化”协调发展意义重大。2014 年，新郑市规上工业企业完成增加值 273.9 亿元，增长 12%，集聚区规上企业主营业务收入完成 310 亿元，实现增加值 41 亿元，占全市工业增加值 15%。目前新郑经济发展正处在提质增效阶段，有一个省级产业集聚区（新港产 业集聚区），总规划面积 16 平方公里，形成以食品、医药为主导产业的产业集 群。新郑市委、市政府在产业规划、基础设施、公共平台建设、政策扶持、营 造发展环境等方面做了许多工作，也取得了一定的成绩，但采取怎样的措施才 能更好地加快产业集聚，促进产业集聚区的发展，使其成为新郑经济发展的增 长极，是当前所需面临的一项重要课题。首先，本文对国内外关于产业集聚相关研究的文献资料做了比较仔细的查 阅，对产业集聚区的概念和产业集聚的相关理论进行了梳理。其次，本文对新 郑市新港产业集聚区的基本情况进行了调査，根据新港产业集聚区的发展情况 和政府的发展举措等指出了目前集聚区存在的问题和政府在促进集聚区建设中 的不足之处。最后，本论文运用理论联系实际的方法，对新郑市政府在促进产 业集聚区发展的措施上，提出了优化产业布局、加强政策导向等多条具有建设 性的对策建议，以期对新郑目前的发展提供有益的借鉴和参考。关键词：新港产业集聚区 政府行为 对策AbstractIndustrial agglomeration is an industry organization form shown in the process of economic development, has become a significant feature in many countries, regions or cities, is a strategic way of economic development.
