环境规制丶国际产业转移与中国工业污染强度的实证分析 环境规制、国际产业转移与中国工业污染 强度的实证分析 *马学慧5 （东南大学经济管理学院，南京 211189） 摘要：作为环境污染最大的污染源，工业污染问题在我国依然引起广泛的重视，大多数研究都是以工业污染量为研究对象，本文则以工业污染强度为研究对象，通过引入环境规制指数、工业结构、对外贸易商品结构和国外投资程度等相关变量，分析环境规制、工业结构调整和国际产业转移分别对1999-2009年我国工业污染强度的影响程度。研究结论表明，环境规制10 指数与工业污染强度显著正相关，工业结构与工业污染强度存在微弱且不显著的负相关关系，对外贸易商品结构与外商投资程度与工业污染强度存在显著的正相关关系，说明国际产业转移过程中存在“污染转移”现象。最后，本文针对研究结果提出相关政策建议。 关键词：环境规制；产业转移；工业结构；工业污染强度 中图分类号：F064.1 15 Empirical Analysis of Environmental Regulation,International Industrial Transfer and Industrial Pollution Intensity in China MA Xuehui 20 (School of Economic Management, Southeast University, NanJing 211189) Abstract: As the largest source of environmental pollution, industrial pollution in our country has attracted wide attention. Most studies considered the amount of industrial pollution as the research object, but this paper took industrial pollution intensity as the research object. By introducing the index of environmental regulation, industrial structure, commodity structure of foreign trade, 25 foreign investment levels and other relevant variables, this paper analyzed the affects of environmental regulation, industrial restructuring and international industrial transfer on industrial pollution intensity during 1999 to2009 respectively. The conclusion showed that the correlation between environmental regulation index and industrial pollution intensity was significantly positive, while the negative correlation between industrial structure and industrial pollution 30 intensity appeared weak and not significant, what is more, commodity structure of foreign trade and foreign investment level had a significantly positive correlation. It was proven that there was ;pollution transfer; phenomenon in the process of international industrial transfer. Finally, this paper gave some relevant policy recommendations.
