本科生毕业论文 排污权交易制度的完善 姓名 　　号 专　　业 指导教师 年月日摘 要 排污权交易制度是一种融入经济学的保护环境的手段，以科斯定理等经济学原理作为理论基础，通过明确排污权并且构建排污权交易市场以达到控制污染总量的目的。我国于20世纪末期正式引入排污权交易制度，然而到目前为止，我国仍然未完成全国排污权交易市场的构建，排污权交易制度在我国发展缓慢，目前我国排污权交易制度的发展之中仍然存在诸多的问题。 从我国目前排污权交易制度的现状入手，以排污权交易制度的理论基础作为说明的辅助工具，证明我国排污权交易制度遭遇瓶颈“并非天灾，而是人祸”。而我国目前遭遇的问题也并不是无先例可循，包括美国等发达国家在初期也走了不少弯路。韩国与我国地缘相近，其“碳金融”发展遭遇的问题也是我国现在或者即将遭遇的问题，对我国具有极强的借鉴意义。我国若要实现排污权交易制度的发展，必须完善现有的法律制度，改善监管制度，增强问责机制，同时赋予环保部门真正的权力，并且构筑完善的排污权交易市场，通过各种政策来激发企业的积极性。 关键词：  Abstract Emissions trading system is an integrated economic means of environmental protection, based on the theory of the coase theorem and other principles of economics, through specific emission and building emissions trading market to achieve the purpose of controlling the total pollution.
