The current problem is not the lack of sand, rather the lack or big waves——large scientific and technological intermediary service enterprises. The reason lies in the market failure at the middleend section, and therefore requires the government to play a role. However, restricted by the cognitive capacity and the budget, the right policy and solution to the transformation of scientific and technological achievements shall be tailor made rather than an one for all solution. Taking into consideration various aspects including the formulation of new-type of government and business relations, capacity building of market entities, supply end structural reform, and the reform of SOEs, the paper proposes to break smooth the middle-end chain of the transformation through piloting trust fund of transformation, fostering ecological system for the transformation, and promoting IP management systematic reform, so as to further enhance the quality and effect of Chinas economic development.
