特别专题 Exclusive Subject 国外卫生信息化建设概览 加拿大卫生信息化建设经验及启示 ① ＊ ① ① 郭珉江 代涛 万艳丽 黄薇 摘 要 卫生信息化发展对支撑卫生事业改革发展具有重要作用。综述了加拿大卫生信息化建设的主要进展，从运营体 制、法律法规、标准规范、资金投入、人才培养、卫生信息系统建设等方面介绍了加拿大国家卫生信息化发展模式，分析 了加拿大开展卫生信息化建设面临的主要问题，包括信息系统间互联互通及初级医疗保健信息化程度较低、全民可互操作 的电子健康档案建设进展缓慢等。在借鉴加拿大实践经验的基础上，提出以下几点启示：专业化公司的管理模式有利于提 升工作成效；组建标准协作组织有利于标准管理和推广应用；推行产品认证政策，提升系统开发水平；建立隐私保护机 制，确保健康信息安全交换与共享；设立第三方监管机构，客观评价建设成效。 关键词　加拿大 卫生信息化 经验 启示 Doi:10.3969/j.issn.1673-7571.2015.07.004 [中图分类号] TP399 [文献标识码] A The Experience and Revelation of Health Informatization Construction in Canada / GUO Min-jiang, DAI Tao, WAN Yan-li, et al//China Digital Medicine.-2015 10(7): 15 to 19 Abstract Health informatization development plays an important role to support health care reform.
