The opportunity to apply for entry in to the FSCCP occurs once a year. Foreign Service Officers are eligible for advancement up to the Senior Foreign Service level. Job Description Over 150 Agricultural Counselors, Attaches, and Officers of the Foreign Agricultural Service are stationed throughout the world to represent and promote the agricultural interests of the United States. With few exceptions, these employees are career members of the Foreign Service. Foreign Service Officers are rotated between Washington, DC, and some 80 overseas posts covering over 100 countries for two to four year assignments.
