★Yiba Expressway Running through the National Yangtze River 3-Gorges Geologic Park (in Hubei) Feasibility Study Report★ PAGE  PAGE 61 - - CHAPTER 1 PREFACE 1.1 Project Background Yiba expressway is the west section in Hubei of Shanghai to Chengdu expressway within the “National Expressway Network Planning” (i.e. the 7918 expressway network). Shanghai to Chengdu expressway is a key road which runs through China from east to west. The development of this road is a state strategy in communications sector, which will play a significant role in the Chinese state strategy, i.e. economic transfer from eastern China to western China, from southern region to northern region and from inland econ0my to export-oriented economy. Furthermore, Yichang to Badong expressway is also the western section of the “3rd transverse expressway” within the “6-longitudinal, 5-transverse and 1-ring expressways” in Hubei trunk highway planning by the year 2020 (Huangmei to Badong); this “3rd transverse expressway” will link large/moderate industrial cities such as Huangshi, Ezhou, Wuhan, Jinmen, Yichang etc., which is parallel to the Yihuang expressway, and lies at middle of the golden triangle place in Hubei, on the south it neighbors Han River Plain, on the north it connects hillock area in Hubei, and it is a trunk expressway which links eastern/central/western agricultural regions and 2 industrial corridors in Hubei, which has great economic and political significance. The development of this expressway will create a close connection between cities such as Shanghai, Wuhan, Chongqing, Chengdu etc. and western Chinese regions. According to No.16 document [2004] issued by State Territory Department of Ministry of Land Resources and “General Planning on the National Geologic Park in Yangtze River 3-Gorges Area” , the National Geologic Park in Yangtze River 3-Gorges Area covers the Fengjie county, Wushan county, Wuxi county of Chongqing city, Badong county, Zigui county, Xingsh
