摘 要 招标文件是招标人向投标人提供的为进行投标工作所必须的文件，一般包括投标须知、招标工程的技术要求和设计文件、工程量清单、投标函的格式及附录、拟签订合同的主要条款、要求投标人提交的其他材料。投标人根据招标文件编制投标文件，参与招标。投标人中标后，招标文件是招标人与中标人双方所签合同的重要组成部分。工程量清单计价方式，是在建设工程招投标中，招标人自行或委托具有资质的中介机构编制反映工程实体消耗和措施性消耗的工程量清单，并作为招标文件的一部分提供给投标人，由投标人依据工程量清单自主报价的计价方式。 工程量清单计价由分部分项工程量费用、措施项目费用、规费和税金、其他项目费用组成。由于工程量清单计价是自主确定工料机消耗量和自主确定工料机单价，使得其清单工程量与计价工程量相分离，使得其报价具有市场价格的本质特征。在工程招标中采用工程量清单计价是国际上较为通行的做法。 关键词：招标文件；工程量清单计价；评标方法；招标控制价 Abstract AbstractThe tender documents to the tenderer is provided for bidders bidding documents, which must include bidding instructions, bidding project technical requirements and design documents, boq, bid the format and the appendix, the main clauses of the contract to be signed and other materials submitted by the bidders.
